Ownership is accountability made explicit. At this step a contributor accepts responsibility for a named outcome, scope or workflow, within a written decision boundary, and receives the support needed to deliver it. Risks and decisions are recorded as they arise, so that the outcome can be reviewed on its evidence.

What this step does not grant
A journey level records a depth of participation, contribution and responsibility. It does not determine human worth, and it does not automatically create membership rights, governance authority, system access, ownership, equity, employment or financial entitlement. These are governed separately under their own rules.
No member-benefit rate has been decided for any step yet. When one is, it will not be an automatic entitlement on every transaction: it will apply only to eligible IOTA Field and commercial-member services or to specifically approved activities. Taxes, third-party hard costs, regulated professional costs, grants and NODA public-benefit funds are governed separately.
